ICORN was formed out of the IPW, which began creating a network of cities of asylum in 1995 (International Network of Cities of Asylum).

IPW and INCA had administrative challenges in 2000. The IPW disbanded in 2004 and INCA in 2005.

Question at that point, “Does the collapse of INCA mean that any organized work of this kind is in vain, or shall we join forces, learn from the failures and successes of the past, and start anew?”

Having cities of refuge impacts cities as well in a positive manner
